Bellingham Board of Health Flags Revolving Fund Squeeze, Dog Rule Gap
BELLINGHAM — April 30, 2026 — Bellingham's Board of Health flagged a potential operating squeeze after learning the town plans to draw up to $50,000 annually from the food inspection revolving fund for staff salary allocations. Health Agent Dylan told the board that Town Administrator Joe and CFO Chris had indicated the town would pay portions of his and Health Administrator Laura's salaries out of the fund, which carries a $50,000 annual expenditure ceiling — leaving nothing for equipment, vehicle repairs, or emergency inspector coverage. Board members noted the fund currently holds roughly $135,000 to $140,000 and takes in approximately $50,000 a year in permit fees. The board directed Dylan to explore whether a special town meeting authorization could raise the expenditure ceiling to $60,000 or higher. On a separate matter, the board found Bellingham has no regulation governing dogs in restaurant outdoor seating areas and agreed to revisit the issue only if complaints are received.
